It is very common here to see our cats Floki and Frankie play fighting. At least I think they are playing. I can tell you that it is almost always Floki who starts it and it is almost always Floki who cries loudly when the fight does not go his way.
At the end of the video, you saw Frankie get down and Floki go after him. What often happens is we see Floki chase Frankie through the house in one direction, and then we see Frankie chase Floki in the other direction. They then reverse roles several times. It really is entertaining.
